Newtown & Llanllwchaiarn Town Council has long championed innovative ways to support its residents. One standout example is its partnership with Citizens Advice Powys.

How It Started

Back in 2015, Citizens Advice Powys approached the Town Council with a forward thinking proposal: to create a dedicated advice service specifically for residents of Newtown and Llanllwchaiarn. The idea was simple but powerful—secure consistent, year-on-year funding to ensure reliable local support.

The Town Council agreed, and in April 2016, the service officially began.

How It Works

What makes this initiative particularly special is its innovative funding model.

A small contribution – just £1 per Band D household per year – is raised through council tax. This funding is:

  • Ring-fenced, ensuring it can only be used for this service
  • Locally focused, benefiting only residents of Newtown & Llanllwchaiarn
  • Dedicated, funding a Generalist Adviser who provides one-to-one support

For the 2026-27 financial year, this amounts to £4,573.55, paid quarterly to Citizens Advice Powys.

Delivering Real Results

The impact of this service shows just how valuable it is to the community.

Citizens Advice Powys provides quarterly reports, ensuring transparency and accountability. For example, in just the first three quarters of 2025-26:

  • 37 local residents received advice and support
  • A total of £124,731 in welfare benefits – money residents were entitled to – was successfully accessed

This demonstrates not only the financial value of the service, but also the life changing difference it makes to individuals and families.

A Unique Model in Powys

This innovative method of funding is unique within the county. It reflects the Town Council’s role as an enabling council, one that empowers the community and invests directly in its wellbeing.

Rather than simply providing services, the council is creating the conditions for residents to access the help they need, when they need it most.
